Migrated project from WEKA 3.2.3 code-based to WEKA 3.7.9 and created a WEKA package from it.

From 2004 on I started contributing to the project and was maintainer between 09/2005 and 06/2007. In 2012, I added Maven build support and performed the initial publication of artifacts on Maven Central.
I forked the dormant vfsjfilechooser project of sf.net, made if work with the version 2 of Apache's vfs library and extended the library since then. I publish the Maven artifacts on Maven Central.
