Marc,

6.x failed with the same error message.

Is it possible that an accented character may have snuck into a filename somewhere? It's all I can think of that might create that error message. Since it appears in both enlistments I would think it exists in files common to both. I noticed while bringing down the repo for 7.x that there were a fair number of externals brought in. I don't see the problem but I could easily miss something subtle (or not-so-subtle at 5AM EST).

"fair number of externals brought in": yeah, perhaps more than half our code is externals :-)

"accented character may have snuck into a filename somewhere" I doubt it but I don't know. Is there a way to be more specific on which file(s) causes the issue?

The current 7.x was trunk in the past, and Ohloh.net has been reading trunk fine for years.

I searched around and I saw references to this error, but not sure what I can do (vs SourceForge.net which hosts the code) or svnsync used by Ohloh.net

I am also scratching my head... It looks as if it's not the filenames that are not in UTF-8, it's the commit logs or possibly the committer ID's that are out-of-spec. Problem is though I can get the repo onto my machine, svnsync requires that the repo be served up by a server. It won't work with a local instance on disk. I remember having problems trying to emulate the command locally before. Is there a way you know that you can get to look at a list of revs sequentially without all the tree stuff getting in the way? I'm not having much luck with viewvc as seen on Sourceforge.

This enlistment also failed on or around revision 1890 (maybe?). "Cannot accept 'svn:log' property because it is not encoded in UTF-8".

That is strange because the first revision (of this branch) is 12467

Rev. numbers as I see them may not be corresponding. They are likely to be sequential and as such may be 12467 + 1890 plus-or-minus??? If you'd like more detail, I can e-mail more to you.
