Yes, we've manually stopped some of the big jobs that people have submitted. A couple of other operating systems are in the same boat right now.
After some recent code changes, we are slowly making progress against our backlog of downloads.
Also, in the endless race against our growing popularity, we've ordered more hardware to increase the size of our server farm.
I can't give you a firm date, but I estimate it will be at least a week or two until we start slipping some of these big jobs back into the queue, and a job the size of a distro will probably take at least a week to run once it starts.
Git repositories are the exception -- the git-clone design lets us pull the history very quickly. Any interest in switching to git? :-)
