The difference in the two is interesting. I realize I created 3817 and can delete it, but before I do I wanted to understand why the stats are so different.

This is the difference in the enlistment Urls - one uses https.

Well, the unflattering answer is that the database records for project 3817 have become corrupted. We had a database failure a month ago, and we are still discovering some broken projects.

Since we already have a healthy duplicate of this project, the right answer seems to be to just delete 3817.
