How can we know that who is current project manager of that project.
If project page doesn't show any information about manager it means, it doesn't have any manager right now ?

If Ohloh doesn't show any manager information, that only means that Ohloh doesn't know who the manager is, or that the manager has not registered on Ohloh.
You should not assume that the project has no manager.

How can I mark someone else as another manager?
(I'm not trying to abandon the field, I just want to mark a couple of other people as also being managers.)

I'm a new user here helping polish a few small projects' pages. I participate in a couple and know who the main devs are, but can't mark e.g. committing users without Ohloh accounts as managers. While it's fine for me to actually manage the projects, it looks like I'm taking undue credit...
