Fixing how towers are handled in battle. If a stack is fortified, then it effectively changes the kind of tile it is on to a city tile. Fixing forest/hills/open bonuses to not be in effect when the battle is happening on a tower. Fixing the cancel city bonus to also cancel the fortify bonus.
