clean up _LIBS _CFLAGS
Generate LIBSEXIER_CFLAGS/LIBS at configure, and use in all makefiles rathe
then AC_SUBSTing all the dependancies seperately. Cleans up conditional
dependancies on glitz and glitz-glx.
