Removed ChangeLog since we auto generate it now. Added the pre-autotools hook for creating the bzr_version.m4 file. Added the bzr_version.m4 template file.

Moved end of config test out of the server config so that modules could be loaded and validate their settings. Renamed plugin folder to modules.

Added the copyright start year to the configure.ac and then use it to display a copyright year range if applicable.

Renamed CmdLine namespace to CmdLineArgs. Cleaned up main().

Added file system source files. Rename CmdLineArgs class to Parser. Changed the order of paths to be searched for a config file. Added some logic to the config file loader.
