Trunk: Fixed cluetip problem WRT IE. Turns out, you cannot start cluetip inside a table in IE. Thus, the call to start it has been moved to html_foot.tpl.
Also found a really old bug WRT column span counts; A common name used for menu counts and cache column counts was causing a conflict. Renaming one of the variables fixed it.

Trunk: continuing the cluetip saga, using the mail id instead of the address id makes for more unique element id's.

Trunk: with a slight patch to the cluetip library, a more sane option is available.
Now an anchor needs a class of HelptipAnchor?, and the helptext needs to be in a class of HelpTip?.
Then the id of the anchor should be unique, and the id of the helptip shoud be the same but with "cluetip_" prepended.
Also moved some javascript out of the html and into its own file. [Less]

Implemented in [1237] as an expansion and optimization of P.J. Tezza's patch. It now supports --reset-password and --reset-passwords-from-file, and properly tests for both internal authentication and the auto-issue passwords flag.
