Although Tuntun was written in Vala you will need the valac compiler only if you want to contribute to the project or compile it from svn. Since valac compiler just translate vala code to straight C code + GObject, every Tuntun release will build and install with only gcc. Just do:
./configure --prefix=/usr --libexec=/usr/lib/gnome-applets
./make
./make install
Beside that I advise you to try Vala because it's just a more fun and productive way to write programs that integrate well in the Gtk+ and Gnome technologies.

I switched to GNOME, and it lacked a Fuzzy Clock. This is my attempt to remedy that.
