Definition:The Common Alerting Protocol (CAP) is a simple but general format for exchanging all-hazard emergency alerts and public warnings over all networks. EAS-CAP is a CAP 1.1 XML message that is going to be used specifically for transmission over the Emergency Alert System (EAS). All EAS-CAP are CAP 1.1. However, the reverse is not true because some CAP messages are not intended for EAS translation; therefore, they do not adhere to the strict format of EAS-CAP.
